David Kaplan specializes in the tracking of the legislative process by monitoring bills from their inception in committee hearings, to introduction, to amendments, and to final passage to law or to veto. He provides Evans & Associates with timely information not only on traditional bill tracking but early warning on trends of potential government policy shifts, anticipated actions, strategy, and political analysis that gives the firm the ability to translate their clients concerns and allows them to safeguard specific issues to protect their clients interests.
David’s background is centered in government and the legislative process having worked in the Connecticut General Assembly as the deputy clerk for the Labor Committee and most recently as the assistant clerk for the Veterans’ Affairs Committee. He also worked in the New York State Legislature, first as an intern in Albany then as a legislative assistant for the Assembly Committee on Insurance in New York City and then running an Assembly office for a member from Brooklyn. In addition, David was a legislative researcher for a Member of Parliament in the House of Commons in London, England. He was the first Assistant Director for the Connecticut office of the Anti-Defamation League. He holds a Connecticut education certification in history and social studies where he has taught high school civics, contemporary Issues, economics, and street law in both private and public schools in Connecticut. He has grassroots and campaign field experience in working the then Connecticut 6th Congressional District and the 32nd House District. David has served on his town Economic Development Commission and is a town Justice of the Peace. He holds many certifications from the American Red Cross, in his capacity as an educator he has been published in the Connecticut Association of Schools monthly magazine, and is a twice recipient of the Outstanding Young Man of America Award.
David received his Bachelor of Arts degree in Political Science with a concentration in International Affairs from the State University of New York at Cortland, an Attestation in French from the University of Neuchatel in Switzerland, and attended the State University of New York at Albany for his Masters of Arts degree in Education to Teach Social Studies. He is the father of Ali, Joshua, and Hannah. David joined Evans & Associates in 2009.
